Nothing is public until you say so.
Publishing is off by default. When you publish a meeting, you choose field by field what appears: committee name, description, location type, physical address, attendance names and titles, agenda, minutes.
Documents are separate again. Each placement is its own approval, so putting a packet on a public meeting page never adds it to your public document library by accident.
